For starting points go to places like www.hush.com or www.silentpc.com -
however, there are infinite levels of compromise on looks, cpu power,
price, etc. Building your own is good practice, but can be quite a
learning curve...
I have a home grown machine in an Antec Sonata, and this has a very
quiet PSU, but it's still loud enough to be annoying. It is in fact
quieter though than a PSU I got which had no fans at all (just a huge
heatsink)... The point is absolutely silent is quite hard to achieve.
My own experience suggests that the CPU is not the hard part to cool
quietly. You need to look at PSU and HD mainly (although remember that
a via will need a much smaller and hence perhaps quieter PSU...)
