I'll bet you are using mplex.

In nuvexport on line 1450 or so, it reads
     system("nice -n 19 mplex -f 4 blah blah blah...

It should be
     system("nice -n 19 mplex -f 1 blah blah blah...

"-f 4" is SVCD, "-f 1" is VCD
