Several items skipped, certainly simplified the
installation.

1) Does the directory where you store video and put
the lock file have apprpriate write permissions? 

2) Does the TV work? Try the command "xawtv &" (the
ampersand means you want to keep the option of a TUI
for future use. TV works: good. Pick a channel.

3) Have you installed ffmpeg? If you have it and use
NTSC (United States) try entering this command (if PAL
substitute PAL):   "/usr/bin/ffmegrec -d /dev/dsp -s
-v /dev/video0 -w 360 -h 240 -vc mjpeg -input
Television -norm NTSC -vq 30 -ac mp2 -F 1500 -o
test.avi"

It should create a file called test.avi in your
present directory that you can play with mplayer.
Listen for sound and check for video, it should show a
short segment of the channel you tuned...
