Whether true or not, it isn't the first time I have heard open source
video editing software is behind compared with windows/proprietary
alternatives.

What software (regardless of OS and license) would you use for this
advanced editing? 

Is this software clever enough to allow key-frame/I frame only edits,
and then only recompress stuff that needs to be recompressed, or will
it blindingly recompress everything?

Also, a limitation of avidemux2 seems to be that it can't edit DVB
shows (MPEG4 I believe).

What is the difference between MPEG4 and MPEG2? So far I gather MPEG4
is for low bit rates, I assume some compromises were made to allow for
lower bit rates?
