To be fair, who said anything about anything illegal?

There are plenty of legal, custom-made test roms.  No I don't have links
right now, but I agree with the above that some simple searching will
bring you some.

There are also perfectly legal, formerly copyrighted games that are
simply old enough to be in the public domain.
