Thanks.  I used this combination of settings:

640x480 resolution, 8000kbps,8500kbps max bitrate on my recording profile
test_ioctl -d /dev/video0 --set-codec-params=dnr_mode=0,dnr_temporal=0 
turned OFF deinterlacing in MythTV playback settings
set MythTV filters: deinterlace,denoise3d

I got rid of my random horizontal lines by taking my display resolution down to 640 X 480.  I had it at
1024 X 768 when I was viewing on my monitor, and didn't change it when I took it out to hook it up to the TV.  Apparently there was an issue with scaling up on the TV output.  

Everything looks terrific now.  Thank you so much Isaac, Jarod, Axel, and everyone else who has put so much time and effort into this great project!
