I'll be darned if that doesn't make it work..... Now I KNOW I've had
both these cards working 720 x 480 before..... Does anyone have any
suggestions as to what has changed?

I have that same problem with my PVR-250 when I follow Jarod's guide
verbatim. I've found that if I change the command line that sets the
capture resolution to 480x480 (instead of 720x480 or whatever the guide
shows) it works fine.
