Probably not.  You really only need to set up some sort of capture
card, using video4linux(2) and find a capture program and editing
software.

You'll get differing opinions on whether you want to MPEG such footage
at capture time: I don't think so, Erik Slagter (on the v4l list) says
it doesn't matter.

Then you'll want to set up MainActor, Cinelerra, or something similar
in the non-linear editing realm, and cut away...
