What dist. are you running?  i run debian unstable.  you should always
run apt-get update before you run upgrade.  also, IIRC apt-get upgrade
does not take in any arguments.  try :

apt-get update; apt-get install xmltv

or go ahead and upgrade!  just don't blame me if you break something.
