You really don't want flicker reduction.
Flicker reduction works by (significantly) reducing the resolution of the 
image.  Since the broadcast TV has already been flicker reduced at the TV 
station, doing it again leads to, frankly, shite quality video.
The correct way to do it is to antialias locally generated images (such as 
the menus in the frontend).  This is not rocket science, but personally I 
wouldn't spend the time implementing it because how long do you really 
spend looking at the menus?  I dunno about you, but when I have the TV on 
it spends 99% of the time playing videos and 1% of the time displaying the 
menus.
