Something is very, VERY wrong.

Under no conditions should a drive be faster with DMA disabled (-d0) rather than
DMA enabled (-d1).

13 MB/sec or less sounds more like a transfer rate you'd get with -d0 (DMA
disabled) than with DMA enabled.
