[mythtv-users] Recommendation on video capture A to D Card for highest quality

Off the wall subject of mythtv, but knowledge abounds here...

I am transferring my home movies from 1970(8mm) which are now on VHS to
DVD. I am using my Leadtek capture card to do the capturing in RAW AVI
format. For 1 Hour of video I end up with a 90 Gig AVI file which is
fine. Out of 130,000 frames, premiere says I only lost 17 of them. Which
is good, thanks to my raid. However, the picture quality of a small test
case leaves alot to be desired. I converted to mpeg DVD quality using
premiere Pro encoder.  I am not sure what the issue with the quality is.
Could it be the A/D converter on my 50 dollar leadtek Deluxe card? Or
something else?
Does anyone know a true tried and tested A/D card that gives great
results for less than $200 bucks?

Any help on the subject is appreciated.
