Try the attached patch, which was sent to me personally by a lirc developer.
It will let you use the actisys at 57k instead of 38k.

Make sure you apply it to lirc 0.6.6, recompile lirc, and try again

If that doesn't work for you with the actisys, get a new transmitter. Thats
ultimately what I had to do.
