Could be a Macrovision (or similar) protected signal?  Macrovision works 
by adding extra sync pulses in the wrong places - the idea being that your 
TV will ignore a sync pulse it isn't expecting but a VCR will get 
confused.  Maybe you're getting a Macrovision signal and it's confusing 
your TV card. </blindguess>

Alternatively, maybe you have the tuner set to the wrong TV standard (e.g. 
NTSC instead of PAL)...
