You can either manually download the rpms or (not recommended)
activate the bleeding section of atrpms.

No, only the lirc packages: lirc, lirc-libs, lirc-libs-devel (if
installed) and lirc-kmdl-... (if installed).

This will not solve your problem with your build of mythtv-0.14 (BTW,
why are you rebuilding mythtv?). Have you checked the settings in
settings.pro?
