 There isn't any way to turn it off. If you don't want the
fastforward/pause live tv functionality (which requires buffering)
then don't use mythtv.

 You could add a menu item for it (ie: in mainmenu.xml, add
a button with action EXEC /path/to/tvtime) but this could cause
problems with your mythbackend not knowing when the tuner is 
in use.
