I've used my RS 15-2116 remotes with the included IR receiver on an AVerMedia 
Studio card, the included IR receiver on a PVR-250 and PVR-350, and with a 
USB Windows XP Media Center receiver.

They are included with many tuner cards, or you can get a serial one from any 
number of places (a few links have already been posted, I'll throw out 
another: www.zapway.de). You can get the USB one (along with a remote) from 
newegg.com. Of all the receivers I've tried, the MCE on is far and away the 
best, because it has a very long cable to get it positioned just where you 
want, and has FAR better range and radius over which it will pick up a 
signal.
