The streams I have (from UK DVB-T) are 720x576 PAL with MP2 audio
and a bit rate well under that limit - this is one:

>From what you say that is DVD compatible except that it needs
converting to DVD PS form with the relevant sectors for dvdauthor
to insert stuff into.
