According to the above the tuner is set OK.

Yes. This contains the tuner module with the latest Hauppauge tuners.

No, this is not needed.

It looks like tuning is working kernel wise, you are not missing any
bits.

Do you have a known frequency table for your area to tune to a known
channel?
