Of course a 1ghz processor plus motherboard is of such tiny value today
you may want to consider more drastic steps like replacing them with
stuff deliberately designed to be low noise.  Or you can replace your
northbridge fan and CPU fan with low-noise fans, in particular you want
to get a thermostat controlled fan.  Those are common and can be found
in most computer stores and certainly online.   You might have to remove
your heatsync and cpu to put the temperature sensor under the CPU if your
motherboard doesn't have one.
