Yes and yes, all other things being equal.

The documentation for "Scheduling decisions located at 
http://www.mythtv.org/docs/mythtv-HOWTO-11.html#ss11.7 says:

   "Higher total priority beats lower total priority -- This is the 
    core of the scheduling process. Episodes of the highest 
    priority show are placed on the first available card then the 
    next highest priority and so on."

When the scheduler searches the database and finds an episode is shown 
more than once, each showing is ranked independent of the others.  If 
two or more showings of an episode have different priorities because of 
channel bias then the showing on the preferred channel will be placed 
into the schedule and all other showings will be marked as "E" or "L".

Similarly, if two different shows are on in the same time slot, the one 
on the preferred channel will be recorded, assuming the other sources 
of priority don't cancel out the channel bias.

Things get interesting if you check the "Reschedule Higher Priorities" 
button.  In that case, the high priority showing could get bumped to a 
lower-priority time slot in order to accomodate a lower priority 
showing which would otherwise be lost entirely.
