Not really, I mean it can but you'll need to install Mythbackend as
well which gives you all the recording functionality. Basically the
frontend needs the backend in order to work.

You could try just using vlc, mplayer or other tools that can stream
from the network/file system then create some pages using Apache to
display your video directory.
