If you run 
dpkg-scanpackages  .  /dev/null > Packages
in /home/debs/mythtv/ and put this
deb file:/home/staf/download/linux/debs /
in /etc/apt/sources.list, you can use apt-get to install mythtv.

Or you can put 
deb http://dijkstra.csh.rit.edu/~mdz/debian unstable mythtv
in  /etc/apt/sources.list.
