no.

and yes. call the cable company and tell them to turn it on, they have to. 
doesn't mean you'll get any channels over it through the computer though.

if he runs windows tell him to search the AVS Forum as a lot of winbloze users 
are there and there are some good discussions on how to get firewire to work.

do you know what box he has? if its a Motorola DCT series tell him to turn the 
box off and hit the select button on the remote immediately, this will give 
him the service menu, one of the menu options, d11 maybe(?), shows whether 
firewire is enabled. another, d11 maybe(?), shows the 5C level of the channel 
the tuner was on when you turned off the power.
