You can do it both from the frontend and from the mythcommflag program.  
In the frontend, I believe the Z key while editing a recording will 
change the commflag marks to a cutlist.  Check your keys.txt to confirm.

In mythcommflag, I believe it is --gencutlist, use --help to get a list 
of options.
