Jarod has some useful infomration on serial and USB IR on his howto:

Another popular option is to use an IR keyboard and a programmable
remote control which has been discussed on this list a lot. This works
without requiring LIRC, as the remote is programmed to the keyboard's
control codes and therefore 'mimics' the keyboard.

I use a couple of serial-based receivers with no problems. I had
originally used the IR receiver on my PVR cards but these limit the
choice of remote controls to those using RC5.
