Some wild guesses...

Since mythtv-setup sees these cards, I presume that it properly puts 
them on different folders..../dev/dvb/adapter0 and adapter1...

But maybe, the kernel has a problem. I don't *think* that there 
should/could be an overlap, but what do lspci -v and lsusb report? Could 
they be mapped to the same address somehow?

Next possible: You are saying that you can only *watch* TV. You can only 
do that with one card at a time. The prioritization setup may only allow 
you to use the PCI card *unless the PCI card is already busy*. Have you 
attempted to record a program with the PCI card, and attempted to watch 
TV with the other? You may have to play with the profiles to change card 
priority,

Last: you have set up both cards to the same channel lineup (source) so, 
again, the system only lets you 'see' one card at a time.

If the source is the same, maybe try splitting it into 2 sources (delete 
at least one channel and make a new source). Leave the PCI card on the 
old source and attach the USB to the new source. That will bypass all of 
the prioritization problems because only the USB receiver will be able 
to 'see' the channels in the new source.
