Have you actually loaded in the ivtv driver?  Without
it, the PVR-350 will not be recognized as a video
capture device.

I'm not familiar with Mandriva, so I don't know
whether the kernel ships with ivtv or not (sounds like
it doesn't), and I don't know if anybody has made RPMs
for Mandriva either.  Worst case, you can build it
yourself from the sources.
