Surely no, for at least two reasons.
1. There's no path from the PCI-bus to the encoder.
2. The card takes analog input, not digital (like 1394).  I suppose 
internally it's probably grabbing frames, digitizing them, and passing 
those to the MPEG2 encoder, but that's of no help to what you want.
