Only if the webserver sees the file it is transfering as a static one (e.g. not from a cgi), 
and also if it supports it.

It /should/ be able to do it with a recent apache & something like firefox - but I'd 
probably suggest rsync over ssh with the --partial option (I think that's the relevant one)
