I am assuming that you are using a dvi -> HDMI converter?
In a nutshell. you can't turn off the over-scanning.  I read an article 
on avsforum that explains how to do 1:1 pixel mapping using the vga port 
but that's as close as I've seen.  You can change the gui x,y and 
width,height in mythtv so that the gui fits perfectly and only the video 
is over-scanned, which is what you would want anyway.  There is 
sometimes noise on the edges of video signals.
