It's probably not encrypted. It looks like the MGT table is either
broken or missing, if you zero out the atsc_major_chan and
atsc_minor_chan fields for this channel in the channel table in
the DB, you will probably be able to tune it. However you will no
longer get any EIT guide data for the channel. This is probably
something broken at the cable operator's head end. They are
required by law to keep this working, but sometimes scoff at
the idea, RCN in New York City comes to mind. It's also possible
that the broadcaster's system is broken; in New York, WABC hasn't
transmitted proper ATSC since 2001!
