Because of obsolete model of tuner == channel.
This was true with analog tv, but as analog tv is obsolete
like Model-T Ford, the model is obsolete just as well.
Underlying mechanism is propably so fixed to this model that it
would require complete rewrite to allow it.
Same appiles to piping everything thru diskbuffer, maybe this
is the definition of PVR, but certainly not of STB.
As long as everything is piped via diskfile, snappy channelswitch
like any $10 STB can do, is not possible.
