It is basically:

1.  Configure transcoding profiles in the Recording Profiles section
2.  Enable transcoding in the Recording Profile you use (LiveTV/High/Low)
3.  Enable transcoding in the show recording schedule
4.  Enable transcoding jobs on the backend in mythtv-setup
