To be honest I think every packaging system out there has the ability
to run arbitrary scripts before/after installation/updates/deinstallation.

I double-doubt that. :) :)

No, indeed the issues should be similar across most distros, although
some like Debian have a nicer (IMHO) group based permission
system. But probably no distribution ships by default with the more or
less still experimental non-root user capabilities (although I haven't
really check for quite some while)

I think /root/.mythtv should be considered a bug and be moved away
(migrated) w/o any symlink. The remaining damage is user reeducation
on this part, e.g. hunting down docs, wiki and guide references to
/root subdirs.
