Hmmm.  I figured out why I had the UP/DOWN keybinding switched ---
While watching a recorded show, I use CHANNELUP/CHANNELDOWN to "JUMP"
forward and backwards.  When used in that manner, the behavior is
backwards:  CHANNELUP causes a jump BACKWARDS, while CHANNELDOWN
causes a jump forwards.

Since I don't watch live tv, I "fixed" the problem by swapping the
CHANNELUP/CHANNELDOWN keybinding in "TV Playback".
