No, the PVR-500 (in any current flavor) does not have video out.  If
you are eyeballing the card, the S-Video and Composite plugs are
'inputs' not output.  The PVR-350 has video out, but as has been
mentioned, for about the same price a PVR-500 and an FX5200 can be
had, and then you've got 2 tuners and a decent video output capable of
HDTV when you take that next step.
