Ah - that is probably it. I have disabled the interlace options and Live 
TV is working. I will know in a day or so if it has solved the problem.

Everything is back to the defaults except for HQ (on) and scale bitrate 
(off).

Live TV is working but the picture quality is terrible - heavily 
over-compressed. The MPEG blocks make it look like a youtube recording :D.
I use the same MPEG4 transcoding settings for ATSC recordings and the PQ 
is great.

Side note - I tried using RTJPEG so I could watch LiveTV - it had 
interesting problems with "sticky" blocks - black parts of the screen 
displaying old blocks but in black-and-white.
