Sorry I didn't follow this thread closely but I hope I can help.
ATX power supply does keep the 5V Standby ready even if the computer is 
"off", unless u flipped the switch behind the supply. If your receiver 
is connected to the USB, but it doesn't get any power when the computer 
is off, it should worth to check the jumpers on the motherboard. Most 
mothers board has a jumper to specify which power source to connect to 
the 5V rail of the USB, may be you should try another one.
