A few more suggestions:
Check whether lircmd is running
Try irw as root/sudo
What version of lirc are you using?
More recent versions treat the IR as an input-event device, however most
Hauppauge cards need the ir_kbd_i2c module loaded (modprobe ir_kbd_i2c),
so if it isn't loaded, try that and then restart lircd...
