It turns out there were duplicate rows in the settings table for each of
DateFormat, ShortDateFormat, and TimeFormat.  That's really bizarre.  I
guess the Python script should probably be checking more explicitly than
just a "if int(cursor.rowcount)!=3".  And I have no clue how the
duplicate rows got in there; I know I haven't fiddled with them. :(

Oh, well.  At least things seem to be working now. :)
