Possible that you are not using accelerated video output. It might
help if you describe which video card you are using (onboard or
add-in) and the video driver.

Also possible that the system is not keeping up with video encoding of
the TV and signal, although this is getting less likely these days
when using standard definition TV signals.

Are you using the tuner, or an external video feed
(composite/S-Video)? This can happen if the recording source for
external TV audio is set to record but not set to mute when using
external audio. Is the audio in sync with the video?
