It can under very specific circumstances.  For example, if you have  
an MPEG2 stream with a cutlist, and do a lossless transcode, it will  
still be MPEG2.  Anything that involves manipulating the video (other  
than just removing frames) ends up a a Nuppelvideo file, though.
