I don't believe it will be included in .21 since the current  
implementation is just a proof of concept and no actual accepted code  
for release is even in SVN at the moment.

Anything is possible. The theoretical implementation that will be  
released will all be handled by the backend which knows full-well  
about commercial skip points so it makes sense that the flash frontend  
will have support for comm skip.
