Never mind, I got it. Adding 'v4lctl -c /dev/video0 volume mute off' to my mythbackend startup script fixed it. I'd actually tried that command before my original post, but I neglected to try it as root. It seems v4lctl fails silently if it can't get permission to open the device, so my changes never "stuck".
