Quite correct. us-cable and us-broadcast are the same for the VHF  
channels (2-13). They are quite different starting at channel 14.

You might make sure you are tuning the main aural carrier, not the  
SAP or the PRO channel. Stations usually have some audio on the SAP  
though, and not many consumer devices can tune the PRO.

Are you using analog audio or are you perhaps trying to decode analog  
audio as digital? If you;re feeding analog audio to a digital audio  
device you'd get what you describe.
