I didn't see an option in the UI. Where is it?

To try and understand this I did an experiment. I made a copy of one of 
my correctly flagged mpg's in /mnt/store and told rebuilddatabase to 
import it. As before that succeeded in making an unflagged program in 
the database. Then I ran mythcommmflag by itself (without --rebuild) 
hoping to generate the skiplist. Output is below, and its still 
unflagged with no skiplist.
