Have a look at your /etc/udev/rules.d/50-udev.rules file and any  
related stuff.

You can make the video device accessible by using groups ("video" is  
a good one) or adjust the permissions for "other" users. Whatever  
user is running myth should be a member of the appropriate groups.

I suppose there would actually have to *be* a version 0.21 in order  
for it to show up in portage, there isn't AFAIK :-)

You could grab the latest svn version and make your own ebuild I guess.
