What's the failure mode of the Phillips TV?  Just dead, or something  
more subtle?  Were there sparks and smoke, or did it just go quietly  
into the night?

Most TVs of this vintage are pretty reliable, though yours may be  
lead-free and thus suffering the higher failure rate as a result of  
that process.  For the most part the vast majority of hard failures  
are simple (read: cheap to repair) things like fusible links or plain  
old fuses.   You might be able to breath a little life into the old  
girl with the careful application of a little cash.

That said, if you are budget constrained, look at picking up something  
used on usenet, the paper, craigslist, or from a local pawn shop.  If  
you go the pawn shop route, look around a lot, inspect it carefully,  
plug it in, and **never** offer the tag price. The warranty in this  
case is usually 30 seconds or 30 meters (whichever occurs first.)
