Mythtranscode doesn't support re-encoding to mpeg2 so in MythArchive 
it's only ever used in lossess -mpeg2 mode when cutting commercials or 
to try to clean up any time code errors in mpeg2 files. If any 
re-encoding is required its done in ffmpeg.
